problem for install-remove carrier-data 2.4.2

when I try to uninstall carrier-data on my ubuntu gutsy (after a bad install process) I have this message; "E: The package carrier-data needs to be reinstalled, but I can't find an archive for it.
E: Internal error opening cache (1). Please report."

Now, I can't upgrade my system, I can't install or uninstall any other package because the same message pop up!

How can I solve this problem?..
