That's because the size of the buddy icon in the corner defaults to 0 and that controls the size of the whole pane. You have to set the size of the buddy icon in the preferences to something at least once. I've tried to give it a default value on first run for about 20 revisions. It might be fixed in the latest revision. If not I'll just have to ask the Pidgin devs more stupid questions.
